Thanks for this patch !
It seems you fixed some deprecated function call in adodb as well, but as youo may have noticed, I updated it today with their official release supporting php 5.3. Usually, we avoid to patch external lib to stick to official release.
But there's lot more in your patch ! I'll work on it in the next days or so to commit it.

You cannot change the table owner from the current released version of phpPgAdmin (4.2.2).
But you can use our current dev version which supports it from this page: http://github.com/xzilla/phppgadmin

I fixed this bug in our current dev repository. You can download it from here: http://github.com/xzilla/phppgadmin
Extract the files in your D:\xampp-win32-1.7.2\htdocs\xampp\phpPgAdmin folder, make sure to no delete your conf/config.inc.php file and it should work.

Do you still have this issue ?
It looks like a backend problem. That would explain why phpPgAdmin stopped working unexpectedly.
Are you sure you extracted the good lne from the log ? does the timestamp reflect your attempt to login ?
Did you try to connect to your backend using another client like psql ?
