ILIAS gets the keywords in iso-8859 (i guess) encoding.
Definitely not in UTF8.
ILIAS currently performs a utf8_encode() on the keywords it gets as a workaround. The whole converting utf8 -> iso -> utf8 seems to damage some characters. German is currently fine.
The question is, when and why the characters are transformed from utf-8 to iso.

Why is this deleted?
Is it fixed? ILIAS currently makes a utf8_encode on the results of the keyword extractor, because it gets iso-8859 encoded keywords from it. I do not know why.
