Its sounds just like there may be another instance of Privoxy running, like you or your system is starting it twice. This is covered in the FAQ. You can use netstat to see what is using that port.

This kind of thing is user dependent, so its really something the user could/should do. And really the effect can be achieved in user.action by disabling privoxy's features. The 'fragile' alias does this mostly now. If you want to extend that, you could create your own alias that is more inclusive of other privoxy actions (but probably as is would do what you want).

That's a very old version. I would upgrade to the latest version and see if the upgrade fixes things. I don't have a problem with facebook with current version (on FF).
I would have to guess its more configuration related than anything.

Assuming you want to "unblock" that site, you would be best to edit the file "user.action", and add a section like ...
{ -block }
mim.mytricare.com
That will unblock any content that has a privoxy action against it that originates from that host/domain. But this only applies to "blocks", and only if they originate as specified.
