Thanks, the solution was to upload the file to frs.sourceforge.net, in the directory "uploads", e.g.
scp repodump.gz hakan@frs.sourceforge.net:uploads/repodump.gz
Maybe you could amend the description on the "admin / subversion import" page with an example like this?

Hi,
I created the project "jproj.4" and want to import my subversion dump file into its repository.
For that purpose, I uploaded the dump to my home directory, with the command "scp -v repodump.gz hakan@wef.sf.net:" and "scp -v repodump.gz hakan@shell.sf.net:"
When I go to the "Admin / Subversion migration" page of my project, I can't see the just uploaded dump archive.
