If the language resources (strings) can be placed separate in some separate files for the translation and for switching the languages of the program, I think that's a big help already. It would be good to create a well-done english translation, if someone wants to translate into another language they will problably use the english version.

VB6 is pretty dead by now. What do people use to continue maintaning old vb6 programs? Mono? C#? RealBasic? Is seems there is a salad of options.

The users can help do some things to make the project go forward more - even if they can't do programming.
If you find more users for the project, some of them might be programmers, have a friend who is, etc. The more users the program has, the more likely it will attract more programmers.
So find some internet-cafe forums, websites, etc, and tell people there you use the program, and...
