In Testopia 1.2, in addition to turning on the parameter, you need to make sure you have permissions in the test plan.
Find the plan the run is in. If you are an administrator of the test plan, or an admin in Bugzilla, you can edit the permissions by clicking the link "Edit Access Controls". If not, ask the plan administrator (usually the author) to add you to the test plan with...

You need to turn on the paramater 'allow-test-deletion'. Once you do this you will see a delete button down next to the clone button.

In answer to your first question, yes, mostly.
The best place to get answers now is support-webtools@lists.mozilla.org.
As for the problem you describe, have you checked that you are a member of the managetestplans group?
You can do this in the bugzilla user admin page.

I am trying to use the debugger to debug my CGI application. I use taint mode on the shebang line (#!/usr/bin/perl -wT). When I run debugger I get "-T" is on the #! line, it must also be used on the command line at <path to file>

This functionality will be availble soon via a webservice. If you want to set up automations to update pass/fail you need to update the test_case_run table. Looking at TestCaseRun.pm will give you an idea of what changes are required.

Testopia 1.0 alpha release will be at the end of May or first week of June. This is built against bugzilla 2.20.2. A 2.22 version will be forthcoming sometime shortly after that.
