I fixed it by just moving the line containing the submit button from inside the if isset($SelectedCategory)) { block to after it so that it covers both cases.

There appears to be a bug near line 486 in StockCategories.php revision 1.9 in WebERP 3.07. The line of code for the submit button:
echo '';
is now included in the if (isset($SelectedCategory)) { block whereas in revision 1.8 it was not. The change means that the button only appears if a category is selected...
