Heisenbug.
Realized I'm leaving the PC soon and don't care if I have IM the
rest of the hour. So I just unistalled GAIM 3.1.0 and used the
gaim-1.4.0.exe installer to install again. Worked dandy. Didn't
even uninstall GTK this time (well, didn't the first time either.
AFTER everything went to hell I started uninstalling).

Argh! Sorry about that.
The DLLs were
bin\intl.dll
bin\iconv.dll
Not surprising at all. What surprised me was that there was
something holding on to the DLLs from GTK; I don't USE
anything else that should be touching them. Thinking back,
the first attempt at upgrade had two error messages, one
being different than the rest (which were just MS...

When I attempted to upgrade from 1.3.1 to 1.4.0 GAIM
would no longer start (immediate windows 'would you like
to send' dialog on start).
Attempting to revert failed:
Steps:
Complete uninstall of all GAIM related entries under add
remove programs.
Re-install of version 1.3.1 using gaim-1.3.1.exe
Same problem occured: could not start GAIM, windows
error dialog.
