bcully is right. The package is obsolete now. Preview-latex is included in Auctex. This package can be removed.

Preview-latex (http://preview-latex.sourceforge.net) enables the
user to view formulas and figures inside Emacs or XEmacs (X11
versions).
I think this package belongs to the section "editor" and is tested on
the 10.3 tree.
