I logged in to PyPI using a myOpenID ID and selected a package from the list on the right (zope.html in particular).
I received the following message:
Forbidden
You are not allowed to edit 'zope.html' package information
Logging out and then back in using HTTP Basic Auth allowed me to manage the package.

Has anyone come up with a way to provide multiple locations for a single document?

There is no way to encode "--" inside a comment such that "--" appears in the comment content reported by Expat. If you're relying on being able to get "--" from a comment, there's something wrong with your data model (unhappily; I realize dealing with legacy data can be a pain).
