Please don't make us go look for the information again. Provide exacting links to the documentation to which you found in MSDN. You submitted the patch with the documentation in hand and have first hand knowledge of where you found it.

This sounds like the old Windows DST bug. You can try TZ=UTC to see if it makes a difference.

MSYS itself forces all channels to be opened binary mode and this is by design. MSYS just like UNIX expects line endings to be \n.

This is a user error in the way the user created the files. MSYS just like UNIX reads the \r as a character in the file.

You need to give your patch to the wget maintainers but this is something to consider for the mingwPORT of wget.

Keith, this is controlled by a value in the MinGW.ini file, IIRC.
Raskòlnikov, 5.1.6 is the newest version of the installer.
