1) Yes, GPGrelay only binds to localhost, unless you use the "--BindListenSocketsTo"-Commandline-Option (see readme.txt)
It also allows only connections coming from 127.0.0.1, unless using "--AllowConnectFrom"-Commandline-Option.
2) Yes, unless you use proxy-settings (upcoming release).

Yes, PGP-MIME is a email with two parts, where the first part is simply "Version 1" and the second one the body of the unencrypted mail, see RFC2015.

This feature is already there.
Just select the Key-ID you want to use in the keyrule-dialog (Double-click on the email-address in the keyrules-tab, then double-click on the Key-ID/Subkey-ID you wish to use (or select from the combo-box) -- the bold ones are in charge).

You've stumbled across a common mistake - a shame I didn't wrote a word about it on the homepage... I'll fix that.
SSL/TLS in GPGrelay means, it should connect via SSL/TLS to the server, not that the client will connect via SSL/TLS to GPGrelay.
GPGrelay and your client will talk to each other "in private" on your localhost, so there is no need for SSL here.

Did you try all Keep-Alive-Options?
E.g. "Full Lines" (as some clients measure the timeout by
the lapse between received lines instead of received chars)
and maybe the slider to a higher rate (say ever 15 Seconds)?
Keep-Alive is just some data (actually useless data) to be
transferred to the client so it doesn't think the connection is...

So after I'm quite stunned about hearing of this problem, I've grabbed a copy of Sylpheed-Claws myself and... Right!
There is a bug in GPGrelay with large MIME-boundary-strings as used by Sylpheed-Claws.
Will be fixed with 0.959.

Have you tried the commandline-options described in the
readme.txt?
--BindListenSocketsTo "192.168.12.25"
and
--AllowConnectFrom "127.*.*.*;192.168.12.5-105"
might be already what you want...
But you might get some trouble with possible user-
interactivity of GPGrelay...

Well, charsets are a big deal with GPG in windows.
GPG1.4 finally solved this inconsistency (using iconv.dll), but GPGrelay up to 0.955 still assumes the malfunctioning charsets in prior GPG-Versions, so it'll become better with the next release (probably a Preview-Release first).
