This can happen as early as on beginning of a mission.
Aliens are not visible by the soldiers, counter of visible aliens is 0, but positions of some can be revealed by pressing [t].
After hovering the pointer over their positions the wireframe changes color to red and the alien race is revealed.
This bug does not happen on every mission, and it does not happen with every soldier on the team...

Both triangle "spinners" and mouse wheel scrolling cause the widget to scroll in only one direction.
Patch against r21810 is attached.

Apparently soldier weapon and equipment list is not loaded properly, as items available in the base are not displayed. When a weapon is taken from soldier and put into inventory container, then the item count increases. However, when weapon assignment screen is reopened, the item count for the same weapon is zeroed again.
