To clarify, the values of Parent.Uri and CodeBase during the execution of this code:
string path = string.Join("", Parent.Uri.Segments);
path = Path.GetDirectoryName(path);
path = Path.Combine(path, CodeBase);
path += Parent.Uri.Query;

Thanks for the in-depth post. Makes it easier to track down problems :)
First off - have you tried using the application manifest located at `E:\Temp\Application Files\WindowsFormsApplication1.application`
Second, if that doesn't work, could you provide me the values of the following variables while you're debugging?
Parent.Uri
CodeBase
