Podget already does this. If you run the script a second time on the same feeds, you will see the ones you've already downloaded are marked as "already downloaded". It currently works on the full URL so if that is changing then it could download the same items over and over.
A -new switch is completely unneeded since that is part of the design of a good RSS feed reader, however if we have...

Tested today (CVS version) with each feed (--recent 2) and it successfully downloaded each mp3.

OK, added the quotes to my version and it still seems to work fine. I'll be uploading it to CVS soon and testing for a while.

Added a separate section to modify these filenames. Add filename_formatfix3=1 to your .podgetrc file to enable.
Download fixed version from CVS for now, I'll release a new version in the near future.
