BTW -- is it intentional that the page footer shows up six times in the attached xsl-fo (search for "COPYRIGHT") -- in a document that otherwise consists of only a single heading?.

css2xslfo 1.4, apache fop 0.93, JDK 1.5.
Everything chained together in a xml ->(xslt)-> xhtml ->(css2xslfo)-> xsl-fo ->(fop)-> pdf pipeline.
Whenever I mark a as region:bottom in an xhtml source, FOP aborts with:
FEHLER: 'Error(Unknown location): fo:static-content is not a valid child element of fo:flow.'
FEHLER: 'org.apache.fop.fo.ValidationException: Error(Unknown location)...
