I just had this same problem while doing a fresh install on my testbed. Reason: I was running the wrong copy of install-slashsite. It is imperative to name SLASH_PREFIX during the make install phase (as the INSTALL notes) and then to run the corresponding copy of install-slashsite that is installed to that dir when installing your slash site, otherwise you'll see this error.
