I've added this feature request to my TODO, which is now distributed with the code.
I'm going to close this out even though I have not implemented it yet, since I'm moving project hosting to Google Code. But your request will not be forgotten!

This works for me with 5.8.8 on OS X and my most recent Module::Install-based code. I'm about to release a new version which you should try out if you're still having the problem.

Sorry, but I have no idea what the problem is or how to fix it. I don't distribute any perllocal.pod.postinstall_append. I suspect that cygwin's processing is confused. I'm closing this bug. If you have more info or want me to dig deeper open a bug at http://code.google.com/p/grepmail/issues/entry. (I'm moving hosting to Google Code.)

There's a problem with the install where this file was not distributed. I'll fix this in the next release. In the meantime you can install File::HomeDir separately to get around this problem.
Note that I haven't tested this on Windows, so there's a good chance that you'll run into other problems. Do you have a C++ compiler, for example?.
