I think this is a problem of the dmix plugin when used with the no-underrun mode.
I don't think it was a very good idea to use the no-underrun mode; there should be no difference in visible behaviour as compared to just restarting the device (except that this bug is hidden).
Please apply the patch.

The loader loads the firmware in the same way as the Windows driver; there shouldn't be any problem.
Try re-plugging the device.

In some cases, FAAC does not write out as many scale factors as are
required. This seems to be a problem in the WriteScalefactors()
function in libfaac/huffman.c: It does not write a scale factor when the
offset from the last scale factor ('diff') is outside the range -60..59.
I don't know anything about the AAC bitstream format, but the
corresponding code in faad seems to imply that...

When encoding the attached tdv.wav file with the
parameters shown below, FAAC creates an .aac file that
cannot be decoded, neither by FAAD nor by any other
decoder.
