I got project news, but there's no publicity menu to put it on the front page.

Your docs say:
Project news is provided to all projects on an opt-in basis. To enable news:
1. Login as a project administrator and go to the Project Summary page.
2. Click on the "Publicity" menu option under the "Admin" menu heading.
3. Check the "The following box should be checked to enable Project News" checkbox and click on the "Update" button.
