Yes, it looks like a bug. I'm not 100% sure if the bug is that the UCP transport requires a sender or if it is that the SmsSender.sendNokiaBookmark sets the sender to null.
One solution could be to add a default sender number to the UCP transport. The other is to modify the SmsSender.sendNokiaBookmark method to have a sender parameter as well.
What's your opinion about this?.

I'm almost 100% sure that this is a bug in the UCP transport. It should be able to send 7bit encoded messages with UDH.
Unfortunately I don't have access to a UCP server, so I cannot fix it...
