Confirmed. This can happen if you use the context menu for a unit that is on a ship, for example.

A closer look into game.txt reveals that the amount of money and the number of units are variables. Are the numbers still the same every time?.

Our releases do not change. 0.9.0 will include the bug for evermore. You will either have to wait for 0.9.1, or checkout the source and compile the game yourself. The calculation of bells required to elect founding fathers has indeed changed. We now use an algorithm that this source (http://t-a-w.blogspot.com/2007/05/colonization-tips.html) claims to be that of the original game.
