This should not happen, as TortoiseCVS now uses -M instead of -m if the CVSNT version supports it. Perhaps you need to clear the version cache?.

The link is correct. Your browser is probably misconfigured. Try to download the .chm file and open it in Windows Explorer.
Or just install TortoiseCVS and use the installed local copy.

This issue is caused by CVSNT (the CVS client used by
TortoiseCVS), not by TortoiseCVS itself.
Please note that *all* communication with the CVS server and
*all* modifications of files in the sandbox is done by CVSNT, not
by TortoiseCVS.
