An annoying bug, but AFAIK you should be able to use the old wrapper. However, the issue is fixed in SVN. The wrapper is still contained in one header, but it will contain the inline code only if you ask for it using appropriate #define.

Sorry guys, but currently all DevIL developers are either busy with school or with next release. Although this is not a full-featured excuse, you got the picture.
If you just want to use DevIL under w32, grab the archive from the Download section, something ready for you should be there.
And regarding your disturbing compilation error, could you please post config.log? However, it seems...
