I have created a patch that implements this functionality and
have forwarded this to bullestock. The changes also add a
new preference that allow the feature to be turned off

It would be nice to have a warning when there is no
checkin comment. This feature could be implemented
with the existing options - so that you can turn it on or
off, with the default off.
I would be prepared to implement the feature (years of
