If it is a problem with the HTTPS servers, then q quick workaround I have found is that by pressing ctrl-c and answer 'no' to terminating the batch script sends the ctrl-c to the downloading program causing it to quit. This program will then drop down to the HTTP servers.

The server and client sides do not document the -server command line argument when using the -help arg.
Example on website does not mention this detail either.
