Owing to the fact that there are platforms on which GT.M is not free / open source software (FOSS; highly common code base but different licensing), we would need to either have you make a statement to the effect that you make no claim of copyright to your changes to the GT.M code base, which would put your changes in the public domain...

The license is GPL v2, which will change to AGPL v3 with the next release. So, yes, you can do modifications under the terms of these well understood standard licenses.
