If a meeting has not yet been scheduled and the "calculate now" button is clicked, the outgoing email says "Meeting Adjusted" instead of "Meeting Scheduled.".

If it's currently December 2008 and you try to schedule something in January 2009, the year drop-down doesn't let you select a year prior to 2009. (Year rendering should be based on today, not calculated reply-by time.)

Host selection on who2.php appears broken.
If logged in as user1 and creating a meeting (so user1 is owner), and user2 has delegated CREATE to user1, user2 doesn't show up as a possible host, but user1 shows up twice.

When a new delegation is created and a permission is checked (eg: CREATE), the delegation is stored, but not the permission. Subsequently, the permission may be added.

Edit user contact info allows 'create meeting' permission, and views delegation (with link to edit).
1. Move admin from config to db and add to edit contact info (for admins). Would also need a new install step like 'util/admin.php addadmin'.
2. At least link to room permissions (similar to how delegation is linked).

where.php only renders permitted locations, but nothing seems to enforce it on the other end (even though comments suggest otherwise).
update_meeting_location and probably update_meeting_potential_locations should probably do this check,
and/or write authorize_room() function that gets called before the above.

Allow an invite to include all members of a group. This would require support for groups within the MRSBS contact list, and possibly a call out to get all members of a group from an external source.
