Sorry, but I don't understand what is the problem.
Have you tried to compile etherape from sources and failed, or is and ubuntu packaging problem ?.

Sorry, this is not a bug, you' re only missing gnome libraries. Perhaps you are
using kde and need to install gnome packages.
