As I have to routinely combine code of two teams in two different countries, the differences between source and destination file are usually large and I should almost never do a full copy. Accidentally clicking "All Right" or "All Left" can lead to many errors and I would like to remove those buttons. It surprised me that the toolbar is not editable at all.

When you drag code from the left pane to the right pane or vice-versa, it is rarely intended that the _source file_ of the drag operation is modified. However, this will be the default result in Winmerge because it always defaults to Move in drag & drop.
Suggestion: default to Copy, only Move if shift is pressed when the target pane is different from the source pane.
