I'm familiar with that feature, and my understanding of it leads me to think that it's not appropriate for this problem.
For the DST problem you want to ignore time differences of EXACTLY one hour, not 59 minutes or 61 minutes but exactly 60 minutes. That's what distinguishes a file with a time difference caused by the switch to DST.

Problem - No file in "A", unique file in "B". Using the context menu in Dir view to "Compare Explicity Selected Files", the file in "B" is opened in Text view labeled "A:" and the non existent file in "A" is opened in "B:".

Plus signs next to folder icons in file list are only black next to the first folder, all the rest are gray and hard to see. Same with the minus signs after the directories are unfolded.

Folder icon in file list is an open folder, regardless of whether or not the directory is unfolded. Not intuitive. Should show a closed folder until you unfold the directory.

After comparing two unequal directories (meaning the directory structure on the "B" side is different than the directory structure on the "A" side) and specifying an output folder, I changed the view to "Show Files only in B".
