At each start up of the program, the user is asked for all the options.
Make it store in a config file and recheck values when restarting. Make options changeable via GUI.

When entering tags containing e.g. umlauts, you get a hard exception, because the script wants to write it to the latin_1 encoded log file.
Convert all to UTF-8 encoded when writing to the file.

The language list is much too long. I suggest using a more concise structure:
One way would be to structure by Functional, Imperative and declarative languages (but maybe not unambiguous), plus some seldomly used forms (installer NSIS and the like), or divide between script and compiled languages at first, breaking down further more in submenus.

Maybe make automatic distinction between .f (77 old-style) and .90/.95 (new-style), and let the user specify dialect via language menu (add submenus for dialects, could be nice for other languages too, instead of using one ridiculously long vertical menu list).

Win XP/SP0, Java 1.6.0_11: The tool tip texts at the tool bar show something like "Den Arbeitsbereich \u00f6ffnen" (open the workspace) which should look like "öffnen".
