On the down side, my email address was non-functional for 2 weeks because of the misleading error message. Does "forwarding failed" really give away that much more than "unknown user"?.

I guess your system must be opening the connection to the forwarding address at RCPT time, and failing when the remote system fails. In that case, it would have been helpful in tracking this down if your system had given a better error message than "unknown user" (even something as simple as "forwarding address refused RCPT" would have pointed straight towards the issue).

When I try to send mail to my users.sourceforge.net address, it comes back with "unknown user".

According to packages.debian.org, etch contains wmweather+ version 2.9, which is the most recent version you will be able to compile without upgrading your curl.
Alternatively, lenny (current Debian testing) contains both wmweather+ 2.11 and curl 7.18.2; you might be able to install those two packages without pulling in too many other dependencies, or you might be able to download the Debian...

You have a very old version of curl: curl 7.13.2 was apparently released sometime in 2005. According to curl's changelog, CURLOPT_COPYPOSTFIELDS was introduced in 7.17.1, which was released 29 Oct 2007.
