Hello Cristino,
The report job is able to run with or without the application email settings in the database (which can be configured in the settings dialog of the Managed Jobs interface).
However, if you want to run the job with the database email settings, then your smtp credentials need to be configured correctly in config/factory.ini.

You need to stop Job Scheduler, replace the exe and start Job Scheduler again.
The update Job will not work for two reasons:
1) The update Job only downloads updates and informs you by email. It does not install updates. We don't like the idea of a working productive system restarting and updating itself just because a new release is available

If I understood you correctly, the parallel jobs workaround is working but some times it will result in too many tasks in Job Scheduler.
