You are using an older version if the JVM than the Watij classes were compiled with. This is not a Watij issue.

Yes, Watij can support multilingual HTML. We test against UTF-8 specifically. A big corporate user has successfully run against a large and complex Japanese-language application, and provided Japanese-language input to it.
