Yes, login with the user you just created. Either first logout of the admin user or use another browser instance.
It looks related, yah. I can't figure out the reason those lines were removed though.

(1) Activate 'User Albums' plugin
(2) Configure it in the following way:
"Create Albums" => "When user is created"
"Albums Viewable By" => "User Only"
"Login Page" => "Jump to user album after login"
(3) Create a user
(4) Login with user in another instance
(5) ERROR!
For some reason, while the user is set as the owner of the album, they have no permissions to view it, add...

If the 'Photo Properties' popup becomes large (say, when a user clicks 'Details' and there are many details), the 'X' close button can become shrouded behind other elements of the page, making it impossible to click.
I suggest giving the 'exif' popup class a z-index of, say, 10 .. that will keep it on top of other page elements until it is closed.
I've submitted the fix as a review.
