This problem should be fixed in 1.3. Which version are you using?
1.3 is available from the download page. I haven't updated the web page yet..

When trying to install the 5.5 binary on Windows 2000, the following error appears:
This version of Net-SNMP 5.5.0 requires Windows 2000 or higher. For Windows NT and lower, please use Net-SNMP 5.4.
