Yah, that bug has been lingering on forever. The best solution would be to automatically use 2 bytes for the buffer size if the user passes in 127 ... 65534, then maybe even 4 bytes (I can only assume someone somewhere will find a use for very large fixed-size flex_strings). But arithmetic with bytes can become messy, so probably a simple fix is to just static assert that length must be within...
