Heritrix: Internet Archive Web Crawler

If we are passed a URI that looks like this:

http:///one.two.three/index.html

... we interpret the URI according to spec. as a scheme
plus path.

If I type the URI into mozilla, it rewrites it as what
was probably intended:

http://one.two.three/index.html

... and the fetch succeeds.

This RFE is to have UURI do the same.
