Mark Williamson of BL reports that though the doc.
implies JRE is sufficent, the JDK is actually needed at
runtime because the root webapp pages need to be
compiled at launch; this apparently requires the JDK be
installed.

Will fix by mounting the admin webapp as root.

We could do that but its hacky.

I've made the webapp relocatable as part of ''[ 1045817 ]
Untangle heritrix from jetty". I've tested relocatablility
by putting the webapp up on root, a new location. I've
since committed this (and removed the root war). This issue
gets fixed as part of the relocatable webapp effort.

A relocatable WAR is a good idea, but for the sake of just
this issue: Can't the root page be precompiled, too? Or some
other redirection established that doesn't require
recompilation? Or simply document that the entry point to
running crawler is a non-root URL, leaving the root url to
do nothing?
