Remove "Constant" class from SystemItem - ID: 416415

With the addition of the Constant element, a Constant
class value on SystemItem is redundant.
Nov 98: FU-announce in 4.0 the removal of the class
value in 5.0.
16 Apr 2001: nwalsh can find no evidence that we did
the FU; do it for 6.0.
