editplus (a prop. text editor for win) is able to show an ascii table in its sidebar (and to use/copy+insert those characters into the current document). ascii is on the way out... but such a table is nevertheless still useful imho.

editplus has also a html elements table for the same purpose (i personally dont use it, but maybe it inspires you :)

A table with ASCII characters in the sidebar can be easily implemented as a
plugin, it just needs someone to do it.
You can add this at http://www.geany.org/Support/PluginWishlist so maybe
someone will read it and start to implement it.

The htmlchars plugin can also be used by the keyboard quite quickly, if you
have any concrete suggestions how to make it better usable, just tell.

html elements/symbols are already implemented as a plugin called htmlchars.
but you need many clicks to insert a symbol.
