Change version number for use with TCL-8.5 - ID: 1695489

The version number in the installed pkgIndex.tcl is not good (when using
tcl-8.5a5, there is a problem).
So this tcl extension can't be loaded by aMsn (svn version) and it want to
install its own version (already patched).
Using the attached patch, tls-1.5.0 package is now well detected and aMsn
use it automaticaly.
