"can't run 'test'" could be improved - ID: 970856

The "can't run 'test'" error message could be more
helpful, explaining that the test isn't in the path if
given a relative filename, explaining that it doesn't
exist if given an absolute filename, or otherwise
explaining that the execute bit isn't on.
