Feature to run actions only once upon alarm - ID: 833460

This patch against mondo-0.9 adds the ability to run an
action only once upon reaching an alarm condition. The
configuration file options added are "ABOVE-ONCE" and
"BELOW-ONCE".
This functionality is useful in many conceivable
situations; for example, if a user wants to be notified
via a single email of an alarm condition and does not
want to set the THROTTLE value for that sensor to an
arbitrarily large value, and may possibly want other
actions for that sensor performed more often.
This patch contains proposed code changes only, and
does not update the documentation to reflect the
feature addition.
