Before register domain, the user need to make a
REGISTER USER...
When the user have a LOGIN(EEC12) and PASSWD (pass), go
to login in the admin interface, select a domain to
register.
A good registrar example is: http://www.registro.br/
We can try to make SISPA work similar to Registro.br....
