When generating FO output, verbatim environments like
programlisting seem to inherit text-align='justify'
from enclosing
blocks, which results in decidedly non-verbatim displays.

I'm attaching a patch which resolves the problem, although
probably in a suboptimal fashion. This would seem to be a
candidate for the verbatim.properties attribute set,
but I can't
quite figure out how that works.
