LAME apparently is unable to decode certain types of
MP3s, causing any attempt to modify the bitrate of
those MP3s to fail. I'm not exactly sure what exactly
causes LAME to fail, but it seems to affect MP3s even
initially created by LAME.
One solution to this would be to have a different program
decode the MP3 to a stream which is piped to LAME for
re-encoding at a specific bitrate. This is probably a
more versatile option, anyway, since then it opens up
the possiblilty of making the decoder/encoder
configurable.
