Including a simplified stylesheet - ID: 558696

According to the XSLT specification, it is permitted
to include or import a simplified stylesheet (one that
uses the "literal result element as stylesheet"
syntax). This isn't working in Saxon. The error
message is "the included file ... is not a stylesheet".
Present in 6.5.2, 7.1, and all known earlier releases.
Source code fixed in both branches.
Test case added: inc08
