JMouseWheel

I tried to run the sample WheelyGood, tried moving WheelMouse.dll to
different locations, but the
MouseWheel library would never load. I then printed the error caught from
System.loadLibrary("MouseWheel") and got the following message:

java.lang.UnsatisfiedLinkError: C:\WINDOWS\MouseWheel.dll: One of the
library files needed to run
this application cannot be found

Are additional dll's required? I can't make heads nor tails of
MouseWheel.cpp.
